In the face of globalization and internationalization, to enhance people’s English ability and increase their international competitiveness, the government set the goal of creating a bilingual country by 2030 and actively planned the comprehensive bilingual policies of the public, industry, and government from the demand side by initiating the Blueprint for Developing Taiwan into a Bilingual Nation by 2030. The two main objectives are elevating national competitiveness and cultivating people’s English proficiency. Under the policy of fully activating the bilingual education system by the Ministry of Education, higher education plays a key role between high schools and the workplace. The College of Engineering is the key of international competitiveness of Taiwan because of its main feature of smart manufacturing, and that is pivotal in promoting the Blueprint for Developing Taiwan into a Bilingual Nation. At this crucial moment, the College of Engineering of National Chung Hsing University hopes to enhance the English proficiency of the future engineers by using the two main principles of demand-driven supply and creating maximum benefits at the lowest cost, hence Taiwan will become a bilingual country dominated by smart manufacturing. The College of Engineering also cooperates with other English teaching units or language centers on the campus to assist in the teaching of professional English.

  • Objective: Cultivating bilingual talents in professional fields, gradually promoting EMI, and establishing an environment for students to learn English. So that students can have a certain level of English proficiency.
  • Measures: Two major strategies of “Focused Development” and “Generalized Enhancement” supported by the means of recruiting bilingual talents and sharing resource and conducting intercollegiate cooperation.
  • Benefits: Improve bilingual skills of government engineering staff and managerial level staff.
